What it governs
- The ore ladder, as a curve. Nothing refuses a citizen; the rock simply does not give.Charter, Part III — Gathering group
- One miner per rock, so a rare seam becomes territory to fight over.
- Climate places the ore; deep tiers are remote, the deepest only in the north.
- Mining swings trickle into Strength, and the ore is heavy to carry.

A citizen mines ore and stone; a stone lashed to a stick, or a metal pickaxe, works harder seams.
