Stealing, which needs somebody to invent property first.
What it governs
- Taking is just taking until citizens claim property and so invent the crime.Charter, Part V — Utility group
- Perception against attention: sleep, crowds, the dark. Never permission.
- The chance of being seen never reaches zero. There is no perfect thief.
- Being caught is a social event, not a punishment the world hands out.
- Most thefts are noticed later, when nobody knows if a thing was lost or taken.
- Nothing is marked stolen; where things came from is memory and testimony.
What opens, and when
The charter gives Thieving no ladder and no levels.
